Independent Structural & Decision Moderator

time-limited · neutral · outside the line organisation

Organisations that benefit from USEM

USEM is designed for organisations where decisions do not fail due to lack of knowledge,
but due to overlapping perspectives, roles or interests.

Typical contexts include, for example:

Companies

– when executive management, business unit leaders or owners hold different yet individually plausible views, leading to blocked or delayed decisions.

Associations

– when voluntary leadership, professional management and committees must decide jointly without a clear operational hierarchy.

Advisory boards and committees

– when responsibility is formally distributed, but decision spaces are not clearly delineated.

Foundations and sponsoring organisations

– when purpose, governance and operational reality diverge and decisions are politically sensitive.

Project or consortium structures

– when multiple organisations are involved and no party can credibly assume a neutral moderating role.

Which Experiences Shape My Work?

Christoph Gnadl
Independent Structural & Decision Moderator

More than 20 years of experience in complex decision-making and alignment contexts
at the intersection of leadership, boards and organisations – often under time pressure, with conflicting interests and high responsibility.

Experience includes:

  • global matrix organisations with distributed decision authority
  • alignment between executive management, business unit leaders and external stakeholders
  • crisis, transition and special situations with high decision pressure

My Involvement in the Decision Process

I support organisations in complex decision-making and alignment situations where internal structures reach their limits.

These are typically phases in which different perspectives are each plausible on their own – and precisely for that reason, decisions become difficult.

My role is to structure these perspectives, clarify decision spaces and prepare decisions that are sustainable and internally viable.

I do not work operationally, but structurally.

The collaboration is deliberately time-limited, non-partisan and positioned outside the line organisation.

For these types of situations, I work in the role of an Independent Structural & Decision Moderator (USEM).

USEM is neither a method nor a classic service offering.
It is a clearly bounded role designed for specific decision contexts.

It is deliberately positioned outside the line organisation, time-limited and non-partisan – with the aim of clarifying decision spaces and preparing decisions that can be carried by the organisation.

Typical situations

  • Decisions are prepared but not taken
  • Decisions are taken under time pressure although key questions remain unresolved
  • Each perspective is locally correct – but the overall picture is missing
  • Risks are sensed but not clearly classified
  • Alignment creates friction instead of clarity

In these situations, the goal is not to generally accelerate or delay decisions,
but to make their degree of maturity visible – enabling mature decisions and consciously decelerating immature ones..

Role & boundaries

The role of the USEM moderator is deliberately and clearly defined.

The USEM moderator works:

  • as a neutral moderator and structural guide in demanding decision situations
  • time-limited and without a personal agenda
  • with a focus on clarity, connectivity and decision capability

The USEM moderator does not assume:

  • operational line responsibility or classic interim roles
  • implementation or project ownership
  • the establishment of additional control or governance layers
  • classic consulting mandates

Working approach – in brief

The USEM moderator works without phase models or methodological frameworks.

Instead of consulting theories, the focus is on:

  • clarifying the actual decision space
  • separating facts, assumptions and interests
  • making implicit risks visible
  • preparing a decision that is internally sustainable

The goal is not more activity, but more clarity.

The maturity of decisions is made visible before they are taken.
